They can still benefit from 10 slots in racial capitals. They aren't known for building great cities, quite the opposite in fact.

Unfortunately, this means that provincial capitals and Wood Elf capitals max out their building slots at rank 4 instead of 5. Wood Elf capitals gain 3 slots per main settlement building tier.
Provincial capitals and racial capitals gain 2 slots per main settlement building tier.

10 slots for racial capitals (Altdorf, Karak Eight-Peaks, Kislev etc).
8 slots for non-Norscan province capitals, including the Season of Revelation mini-campaign.
